Finance hurdle to DSC notice

Hyderabad, Sept. 1: The notification for the mega recruitment of teachers under the DSC-2008 refuses to see the light of the day despite assurances by the Chief Minister, Dr Rajasekhar Reddy. In July, Dr Reddy had announced that the notification will be issued in the first week of August to fill up nearly 30,000 teacher posts under the scheme.

But more than 45 days later, officials of the department of school education have claimed that no notification has been issued. While the department of school education blamed the finance department for the delay in issuing the notification, the finance department in turn blamed the school education department for providing wrong data on the number of posts prompting the department to hold back the approval.

The school education department had identified nearly 55,000 vacancies but the finance department refused to accept the numbers saying those are "inflated." The battle between the two department has intensified to such an extent that the officials of school education department vowed that they will not move the finance department again to seek approval.

This has led to a cold war between the two department chiefs, Mr C.B.S. Venkatramana, the principal secretary of school education and Mr I.Y.R. Krishna Rao, the principal secretary of finance. According to sources, Mr Venkatramana was upset with the attitude of Mr Krishna Rao and decided to send the DSC file directly to the Chief Minister this week to seek clearance for the notification.

Even the officials of the school education department termed Mr Rao as a "monarch" alleging that he sent back the DSC file four times without even going through it comprehensively. They alleged that Mr Rao was raising ridiculous queries on the DSC file by asking the education department to submit GOs dating back to 1960s and 1970s to know the origin of the teachers’ posts.
