The courses will be imparted through a dedicated website apart from printed modules, CD-Roms and contact seminars at Hyderabad, Bangalore, Delhi, Mumbai, Pune, Chennai and Ahmedabad for P.G. Diploma in Patent Laws; and Hyderabad, Bangalore, Delhi and Mumbai for P.G. Diploma in Cyber Laws. Media Law course contact classes are held only in Hyderabad. CAREER GUIDE : Integrated M.Sc. Physics for research
Those who successfully complete Plus-Two with physics as one of the subjects and desire to go for research can opt for five year integrated M.Sc. programmes in physics. There are a handful of institutions and universities offering integrated M.Sc. programmes in physics. Prominent among them are the Indian Institutes of Science Education and Research (IISER), National Institute of Science Education and Research (NISER), University of Mumbai - Department of Atomic Energy Cen tre for Excellence in Basic Sciences (UM-DAE CBS), Indian Institutes of Technology (IITs)and so on.
IISERs
IISERs are located in Pune, Mohali and Kolkata. IISER offers M.S., Ph.D. and post doctoral programmes in physics, chemistry, biology and mathematics. In the first two years of the M.S. programme, there will be a comprehensive core course in all areas of basic sciences. In the third and fourth years, students will choose a major subject. The fifth year will be devoted to research, technical projects and specialised training leading to a master’s thesis.
To secure a berth in IISER, one must pass Plus-Two or equivalent in the science stream in the year of admission or previous year and must qualify any one of Kishore Vaigyanik Protsahan Yojana (KVPY), Indian National Olympiad Examination or IIT Joint Entrance Examination (JEE). APPSC stalls job process
While the APPSC blames the departments for not providing details on the number of vacancies, the departments argue that lack of clarity on the issue was causing the delay. The negligence of officials can be seen from the fact that in some cases the APPSC is unaware of the exam pattern and the syllabus for recruitment, while in others it has no clue of the ‘eligibility norms’ for issuing notifications.
“There is little we can do on this issue. The delay is not due to APPSC but because of the delay in getting information from departments on the vacancies, the pattern of exam and syllabus,” said Mr Y Venkat Rami Reddy, chairman, APPSC. “All these factors are leading to the delay in issuing notifications,” he added. He said though in some cases notifications were issued and written examination and interviews conducted, the APPSC was unable to release the final list as there was no clarity on local and non-local posts as required under the Telengana rules.

High demand for computers with pure sciences
Many colleges apply to start courses in the humanities
Hyderabad, June 29: The combination of computer science and pure science courses is selling like hot cakes and this can be seen in the fact that nearly half of the total degree colleges in the State either want to start a section with these subjects or have an additional section to the existing one.
Colleges want to offer the computer science course in both the science stream as well as the commerce stream though the craze differs from one University to another. If the craze for Bachelor of Computer Applications (BCA) course is seen more in the Acharya Nagarjuna University and Sri Venkateshwara University areas, colleges under the Osmania University prefer the course under the B.Com (Computer Sciences) stream. The OU-area colleges have also evinced keen interest in the combination with emerging areas like Micro Biology, Biochemistry and Biotechnology. About 112 applications have been received in this area.
Demand in districts
“Nearly 50 colleges under the SVU and ANU jurisdiction want to start the BCA course and these include colleges that have earlier discontinued the course due to lack of student support,” an official in the A.P. State Council of Higher Education (APSCHE) said. Out of the 1,175 degree colleges in the state, around 480 have applied for new courses this year and most of them have offered to start computer and pure science related courses. There is also a lot of demand for Hotel Management and Catering courses, particularly in the districts. About 90 per cent of the requests from the existing colleges are likely to be accepted what with the respective universities having completed their inspections.
Job opportunities
Unlike the popular belief that humanities courses are disappearing from degree colleges, several colleges have applied to start courses in Modern Languages, Psychology, Economics and Public Administration. Officials attribute this phenomenon to the growth in the literacy rate and the increasing job opportunities for students of humanities in the new economy.

Students angry at fee hikes
The student organisations have demanded that the government roll back the decision. "Many corporate colleges lack basic amenities and they continue to collect huge amounts of money. Till now no such college was penalised and no college’s recognition was cancelled. The government is showing utter indifference in this regard," alleges Syed Wali Ullah Khadri, All India Students Federation district president.
Mr Khadri said that his organisation was agitating against the government’s decision to hike the fee in professional colleges. Similarly, the so-called corporate colleges in the city were collecting heavy donations from the parents for admissions into their schools. A school at Naimnagar is charging Rs 8,000 per each admission as donation, while another at Nakkalagutta is charging Rs 7,000 from each student.

Colleges break rule, fill owners’ quota
According to rules framed by the state government, minority colleges should make the application forms available with the district minority welfare officers, the district collectors and in the college office. When asked if minority colleges’ officials said they have run short of application forms. Minority students seeking admissions in professional courses like medicine, engineering, pharmacy, MCA and MBA are the worst hit. “The state government had issued a GO streamlining the admission process in minority colleges. This has remained on paper only.
Except for few colleges, most of these minority institutions are refusing to issue application forms,” said Mr Nishat Hussain, an executive council member of Padmavathi Mahila University. Some of the colleges have filled the management seats at exorbitant fee running into lakhs of Rupees for courses like pharmacy. For medicine it has even touched exorbitant Rs 50 lakh.
“Unless the government intervenes and implements the high court’s directive on admissions in minority colleges, students will suffer this academic year, too. The court has clearly stated that the admissions should be based purely on merit and there should be no irregularities,” said Mr Muhammad Ansari, the president of Minority Educational Rights Protection Committee.

He said that there were several higher educational opportunities being offered at affordable fee at several institutions in Nepal.

A dream come true for rural students
Thanks to the initiatives taken by the State government, as many as 400 students including 200 from interior villages falling under the Remote and Interior Areas Ddevelopment (RIAD) scheme and 120 students from the social welfare hostels and 80 students from tribal welfare hostels were admitted into the Narayana Junior Clleges in Hyderabad.
The students who secured more than 400 marks in SSC examination were admitted to corporate colleges with financial assistance from the State government. The students will get free education, hostel accommodation and food at the corporate colleges.
Divya, a resident of interior Almaspur village of Yellareddypet mandal said that, “it is indeed a dream come true. I never expected to study in corporate college because of my poverty. But, thanks to the government, I could secure admission in the corporate college and I would definitely fulfil my dream of securing an engineer seat, she said with tears in her eyes.
On Sunday, all the selected students had arrived at the Karimnagar Collectorate and the district administration had made arrangements for the shifting of the students to the Narayana Junior College in Hyderabad.
The students had arrived along with their respective baggage to join the corporate college.
At a programme, Collector Sandeep Kumar Sultania said that it was a historical event in the career of the rural students as they could join the corporate colleges free of cost following the government assistance. DRDA project director Ravinder, DD (social welfare) Mahalaxmi, APO (Tribal welfare) Amar Singh, district social welfare officer Madhusudhan and others were also present.

Engineering seats for the asking
Four institutions will be in and around Narsaraopet
GUNTUR, June 29: Now, engineering seats will be available for the asking in Guntur district with the AICTE giving its nod for the functioning of 13 new colleges from the current academic year. Three of them are exclusively for girls. Four colleges will come up in and around Narsaraopet town, which is slowly turning into a hub for professional technological courses.
Of the four colleges in the vicinity of Narsaraopet, one will be set up on the existing campus of Narsaraopet Engineering College. Christened Narsaraopet Institute of Technology, the college will offer IT, EEE, ECE and CSE with 60 seats in each branch.
The institution being run by the Gayatri Educational Development Society got the letter of approval from the AICTE to launch the courses from the current academic year itself. Admissions will be entertained from the first day of counselling.
At Jonnalagedda
Another engineering college coming up on the Guntur-Narsaraopet main road is at Jonnalagedda on the outskirts of Narsaraopet town. Called Tirumala Engineering College, it will offer EEE, CSE, IT and ECE branches with 60 seats each. All the seats will be on offer at the counselling. Two other colleges will come up at Tummalapalem and Kesanupalli near Narsaraopet. At Kesanupalli, the St. Joseph Educational Society has established an exclusive college for women. It will be called Krishnaveni Women’s College.
Mitapalli College of Engineering being run on the national highway at Tummalapalem will also be an institution exclusively for women.
This institute will be called Mittapalli Institute of Technology for Women. It will offer regular engineering courses.
Vignan’s college
Another college coming under the banner of Vignan Educational Institutions at Palakaluru is also exclusively for women. It will be called Nirula Institute of Science and Technology.
Chalapati Educational Institutions has been allowed to set up an engineering college on the Guntur-Amaravathi Road.

EdCET 2008 ranks released
Minister for School Education C. Damodar Rajanarasimha released the list of ranks at a function organised at Andhra University.
Chakravadhanula S.R.L.N. Srinivasu of Hyderabad topped the mathematics methodology with 104 marks, K. Prasanna of Kamareddy was first in physical sciences with 107 marks, Devendla Anand Babu of Suddapally in Dichpalli mandal of Nizamabad bagged the first in biological sciences with 107 marks and Ettaboina Anil Kumar of Incherla of Mulugu mandal in Warangal topped in social studies with 107 marks.
English methodology
Allu Sridhara Rao of Kommadi near Visakhapatnam was the top ranker in English methodology, introduced this year in EdCET, with 109 marks, which also is the highest total achieved in any test.
The percentage of candidates who scored qualifying mark is 98.02 (92,900 out of 94,775 who appeared for the test). The number of candidates who appeared for the test this year was less than last year’s (94,775 compared to 1,21,798) but the percentage of the qualified candidates is much higher, 98.02 to 77.97 of last year.
A total of 43,750 male candidates (98.26 per cent) achieved the qualifying mark while 49,150 female candidates (97.81 per cent) were through.
Chairman of AP State Council of Higher Education K.C. Reddy said the counselling for admission into B.Ed., based on EdCET ranks, would be held in August. Vice-Chancellor B. Satyanarayana, Principal Secretary (school education) C.B.S. Venkata Ramana, Director (school education) and others were present.
M. Tech exam from August 11
Controller of Examinations K. Nageswara Rao, in a release on Saturday, said that fee could be paid till July 11 with a late fee of Rs.100. Applications should be sent to the university along with demand draft by July 21. The fee for whole examination was Rs. 1,210.
The B. Pharmacy semester I and IV examinations would also be held from August 11 for which the last date of payment of fee was July 8 and with a late fee of Rs.100 it was July 14. The fee for all papers was Rs. 485 and applications must be submitted by July 24.

State okays PG medical seats
The move of ratifying the admissions came as a reprieve for students of MS, MD and MDS courses for the academic years 2006-07 and 2007-08. The principal secretary (health and medical education), Mr P.K. Agarwal said, "Students may not join within the stipulated date announced by the NTR University of Health Sciences. Managements would fill up those seats if admissions are not done on time. Seats filled up without prior permission are ratified."
The ratification order was issued by the AP Private Medical and Dental Colleges Managements Association. The decision was taken in the interest of the students admitted in these colleges as otherwise their career will be at stake. The state government is also trying to get the approval from the Medical Council of India for the cancelled seats. "We already got the permission for 93 seats and we are trying for another 43," said Mr Agarwal.
MBA & MCA Courses Counselling starts from July 9 2008
According to officials of higher education department, Eamcet engineering counselling is likely to begin on July 21. Around 2,51,737 candidates have qualified for engineering and pharmacy admissions in Eamcet-2008. Currently, there are 338 engineering colleges in the state and 224 pharmacy colleges with an intake of 13,300 seats.
Lack of clarity on the issue of permitting new engineering, MBA and MCA colleges by the All India Council for Technical Education (AICTE) is forcing officials to postpone counselling. AICTE is in the process of inspecting new colleges. Around 50 new engineering colleges and another 60 MBA and MCA colleges are expected this year. “If the new colleges get approval by June 30, we will include them in the admissions list. All colleges, which secure approvals after the due date will be considered for second phase. Our target is to start classes in the first week of August,” said an official of higher education department
B.Ed colleges face HC flak
The court was taken aback by the fact that the management has moved it at the eleventh hour when the admitted candidates have not been allowed to write examinations. The court is surprised that in spite of such violations how the recognition of such colleges have been renewed year after year in the past. A division bench comprising the Chief Justice A.R. Dave and Justice R. Subhash Reddy made these observation while allowing a batch of writ petitions filed by the private BEd college challenging the action of School Education department.
The authorities have not allowed students who were admitted under the 20 per cent management quota. The students who were admitted violating the ceiling fixed for the subject of social studies also face the same fate. The court observed, “We also direct that a copy of this order shall be sent to the NCTE, Southern Region, Bangalore, which will keep in mind the said proceedings. and the violations at the time of renewal of recognition”.
Law varsity likely at Sabbavaram
This was stated by Commercial Taxes Minister Konathala Ramakrishna and Chairman of the Andhra Pradesh State Council of Higher Education K.C. Reddy at different press conferences on Saturday.
The government’s plan was to set up a high-standard law university here on the lines of NALSAR Law University and it would have two centres, one each at Nizamabad and Kadapa. The law university, the name of which would be decided later, would come up on a 300-acre plot near the proposed central university at Sabbavaram. The central university had already been allotted 700 acres in a 1,300-acre site. In addition to the law university, plans were also being made to establish a management institution by allotting 200-250 acres to it.
Mr. Ramakrishna said the law university would be run by the State government and the modalities would be worked out soon.
ANU moves to promote research
The meeting mainly dealt on improving the quality of education which could be improved by asking teachers to organise class meetings, holding seminars regularly and organising workshops useful to the curriculum of the department.
Relevance of workshops and seminar was key to improving research methedology and less time should be spent on inaugurals and valedictory functions leaving larger chunk to the main speakers on the subject.
Head of the Departments were asked to prepare a daily activity report of teachers and students so that the progress of academics could be monitored, University college principal Nirmala Mary said after the meeting.
The departments were asked to get their proposals ready with three quotations for the grants under the 11th Finance Commission funds of University Grants Commission. The university had sent a proposal for Rs.50 crore and after the committee’s visit on or before August 10, the quantum would be decided.
National Assessment and Accreditation Council (NAAC), an autonomous institution established by the UGC would send its committee for the review of the university status in the second week of July, the Vice-Chancellor said at the meeting and wanted all concerned to be prepared.
The university also proposes to approach the Superintendent of Police Mahesh Chandra Laddha to draw strategy on curbing ragging and eve-teasing on the campus. It would also seek the help of any IAS officer in the matter to improve the atmosphere.
Meanwhile, former Vice-Chancellor V. Balamohandas has been nominated to the Gandhian Studies Advisory Board, which would meet on June 30. University Statistics Department would move into its new building by the side of Law Department.

State schools to turn into tuition centres after school hours
While addressing a gathering of members from several NGOs at the launch of ‘Mobile Science Lab’ here on Saturday, District Collector Naveeen Mittal informed that school buildings can be converted into tuition centres. Authorities have entered into a one-year deal with Satyam Foundation to this effect.
“School buildings lie vacant with no security between 4.30 p.m. and 7.30 a.m. encouraging unsocial elements to occupy. We want to use this infrastructure for good purpose like tuitions for children. It will help schools to have their own funds,” Mr. Mittal said.
New initiatives
Eliciting other new initiatives of district administration, Mr. Mittal informed that by next month, open online bidding would be held to allow organisations and NGOs to bid for naming government schools after them.
“Online bidding will provide fair chance for all to bid for schools of their choice. It also ushers in transparency,” he said.

The lab will have two teachers and will visit ten schools in a month. The material in the mobile science lab will be taken out and would be set up in a vacant classroom for practicals.
“The lab is for students of classes 6 and 10. The first year operational costs will be Rs.10 lakh and subsequently it will come down. Several organisations have guaranteed to support the mobile labs for three years,” said Chairman of Hyderabad Round Table 8 (HRT8) Sunil Chandra Reddy. HRT 8 in association with M.V. Foundation has launched the mobile science lab project.

MCI approves 25 medical colleges in China
Seats in Narayana Medical College, Nellore, Mamata Medical College, Khammam, and Kamineni Institute of Medical Sciences, Narketpally have been enhanced from 100 to 150 under Sec. 10(A) of the Council’s Act and the NRI Medical College set up in 2003 has been permitted to an intake of 150 for 2008-09 academic year.
An MCI release said that according to a letter from Embassy of India, Beijing Deputy Chief of Mission Sh. Saurabh Kumar, on Ministry of Education of Peoples Republic of China has institutionalised the enrolment plan for 2008-2009 which include 25 colleges and universities teaching in English medium.

Fee hiked for all professional courses
“The hike has been calculated based on the average inflation rate of last eight weeks, which has come to 9.82 percent,” M.D. Christopher, Secretary of A.P. State Council of Higher Education (APSCHE) told the reporters here on Friday after the meeting of Admission and Fee Regulation Committee (AFRC). He said the fee charged for NBA accredited courses has also been increased from Rs. 2,000 to Rs. 3,000 from this academic year. The hike would be applicable to all the minority and non-minority unaided colleges.
He, however, said that the decision on the hike for seats in the Government colleges would be taken later and not on the inflation rate.
The total burden put on the students with the hike is expected to be around Rs. 75 crore per year based on the existing seats and it is likely to be increased with new colleges coming up this year. As per last year records, there are 1,16,819 seats in 325 private engineering colleges, 13,357 seats in 225 private Pharmacy colleges, 25,818 seats in 360 private MBA colleges and 33,910 seats in 496 private MCA colleges.
NET exam On June 29, 2008
There will be a break of one hour from 12.30 p.m. to 1.30 p.m. during the examination at which 412 candidates would appear at 33 different subjects.
Hall tickets had been despatched 45 days in advance, but those who had not received the hall tickets could obtain a duplicate by bringing two attested photographs and paying Rs.50 penal fee.

Seminar to explore methods of teaching
M.L. Tickoo, who earlier worked with the CIEFL (now known as EFLU), will deliver the keynote address, while V. Robert Bellarine, British Council (south India)’s former English Studies Officer, and others will be plenary speakers.
P. Ramanujam, Reader in English and Director of ELT Centre at ALC, who will be the seminar convener, said on Friday that the seminar was open for English teachers, their colleagues and research scholars who were interested in sharing their experiences.
Nearly 300 delegates from across the country were expected to participate in the deliberations, he added.
The reflective model of professional development had become important in the context of making them effective partners in innovation rather than just looking for support from experts.
Conversion of polytechnic, ITI campus into IT park urged
In a letter to the Chief Minister on Thursday, a copy of which was released to the media on Friday, Mr. Rajaiah wanted the IT Park to be developed as a special economic zone by shifting the Government Polytechnic and ITI in phases. He reminded the Chief Minister of the promise the latter made to develop Vijayawada on the lines of Hyderabad and Visakhapatnam into an IT hub.
Mr. Rajaiah noted that the several IT projects that were in the pipeline, like the proposed IT Park to be developed by the L&T at Kesarapalli opposite Gannavaram airport, an IT SEZ at Mangalagiri on a 40-acre land proposed by the Vijayawada Guntur Tenali Mangalagiri Urban Development Authority (VGTM-UDA) and another SEZ by a private company between Vijayawada and Guntur, were taking too long to materialise. The Software Technology Parks of India (STPI) too proposed to construct an ‘incubation centre’ with an area of 1 lakh sq. ft. in the city, but there was no movement in this regard so far.
Location importance
Against this backdrop, he said, it was necessary to convert the Government Polytechnic and ITI campus spreading over 35 acres in the heart of the city into an IT Park.
When these two institutions were set up at the present location long ago, the areas were far away from the main city and were found to be ideal for education.
However, the location now had become the heart of the city and acquired much commercial importance.
Mr. Rajaiah said that two acres of land had already been given to the STPI, and the remaining 33 acres could be developed into an IT SEZ with 4 million sq. ft. of area.
As many as 21 towers (each consisting of 10 to 12 floors), with 20 for IT and ITES activities and one as a corporate business tower, could be constructed.
He felt that the land required for shifting the ITI and the Government Polytechnic could be easily found in the nearby villages.

ANU to host major sports events
While the South Zone Inter-University Kabaddi Championship for Men would be organised in October, the South Zone, West Zone and All India Inter-Universities Kho-Kho Championsip would be organised during December-January at which about 2,000 players, coaches and officials would be present on the campus, the Physical Education Director Y. Kishore said at the press conference.
University Registrar and College Principal K. Viyyanna Rao and Nirmala Mary said that best of the facilities would be provided.
MCEME convocation held
Prof. Ananth conferred 47 officers from 83 degree engineering course and 35 officers from Ninth Technical Entry Scheme Course with B. Tech degrees and one officer with M. Tech degree.
In his convocation address, Prof Ananth congratulated the graduating officers on completion of their courses from the prestigious institute. “It is important that we impart those values that can sustain the civilization, not individual human beings,” he said. In 83 degree engineering course, Major Pramod Singh and Major Rupendar Malhotra bagged the order of merit and best all round student officer awards respectively. Major Malhotra also got commandant’s silver medal in electronics stream. In Ninth Technical Entry Scheme Course, Lieutenant Hari Krishna Shukla won both the awards.
Demonstration of student-officers’ projects followed the convocation. Innovative gadgets such as Throw Ball, a ball-like device with advanced camera technology which can be used for remote surveillance, solar-powered ‘Green Car’, , engrossed the guests. Lt. Gen. K.S. The number of vacancies in the spinning mill is 40 and the candidates will be absorbed as spinning trainees. The minimum qualification is a pass in Class 5. Four vacancies are available in the Don Bosco Educational Institution for the posts of instructor (electrical department), mechanic and electronics mechanic, according to a press release.
A sorry tale of students
"But things cannot be changed overnight in government schools. The government is releasing funds for providing facilities in government schools in a phased manner." he added There is no safe drinking water facility in about 10,000 schools and another 9,000 schools do not have sufficient classrooms. More than 500 schools have been denied electricity because of pending bills and 200 schools do not have electricity connections. Hundreds of primary and upper primary schools function without benches and desks. Though the government has done nothing to improve the facilities, it is instead leasing out school buildings to private and corporate agencies to make revenue.
It expects to raise nearly Rs 1 crore per month by renting out 300-odd government school buildings located in heart of the city. There are over 800 government schools in the city. Of these, 300 are functioning at government buildings and the remaining are housed at private premises. There have been complaints that after school hours, the premises are misused by locals and anti-socials. Some schools are also being used as garbage dumps by the locals.
Those who take school buildings on rent have to vacate the rooms an hour or two before the school starts the next day. The proposal to rent the premises was made in this context. "The tender process is on and we will use the money raised from the project for the development of the school," said the District Collector, Mr Navin Mittal. Students of government schools do not get enough opportunity for extra-curricular activities as there are no teachers for subjects like drawing, craft and music. The government has not recruited teachers for these posts for nearly 12 years and over 2,000 posts are lying vacant.
To make things worse, the state government is in no mood to fill up these vacancies though more teachers are slated to retire in this new academic year. Teachers’ unions have strongly objected to the government attitude towards co- curricular activities. "These activities are necessary for proper growth of children," said the United Teachers Federation leader, Mr Narayana.
"The government cannot shirk its responsibility of encouraging and honing the creative skills of young minds." "The government is trying to make these posts redundant and gradually remove drawing, craft and music from government schools syllabus," alleged a leader of the Progressive Recognised Teachers Union. "But we will not allow this to happen. We will fight against it" he added.

First phase of counselling to begin on July 4
CHENNAI June 27: The merit list for MBBS/BDS admission was released here on Friday, a day ahead of schedule.
Nine students, who scored 200/200, secured the top ranks in the list released by the Directorate of Medical Education.
Sonu Rajan of Sri Sankara Vidyashramam Matriculation Higher Secondary School, Tiruvanmiyur, tops the list and is the only Chennai student among the top nine. She is a third year dentistry student who could not get admission for MBBS in 2005-06 due to low marks in the entrance examination. S.V. Manoj Kumar of SRV Boys Higher Secondary School, Rasipuram, has been placed second and V. Arun of St.Joseph’s Higher Secondary School, Chengalpet, third.
The others are: T. Dinesh of Sri Vidya Mandir Matriculation School, Uttangarai; S. Venkatesh, and K. Kamalakumar of SRV Boys Higher Secondary School, Rasipuram; A.M. Vignesh of Rosemary Matriculation Higher Secondary School, Palayamkottai; E. Manoj Kumar of SRV Boys Higher Secondary School, Rasipuram; and I.V. Priyamvadha of Bharathi Vidhyalaya Matriculation Higher Secondary School, Gobichettipalayam.
Since all the students had scored the same marks, other criteria such as date of birth were used to rank them, according to Health Secretary V.K. Subburaj, who released the list. He handed over the first copy to director of Medical Education T.P. Kalaniti. The information is also available on the website www.tnhealth.org.
Total seats
Of the 12,274 candidates who sought admission for the MBBS/BDS courses, 4.78 per cent was found ineligible for a variety of reasons. There are 1,483 seats in government medical colleges and 348 seats are part of the government quota in private medical colleges. Another 560 seats are available with private, self-financing medical colleges in the State.
The cut-off mark for OCs alone this year is 197.25. Last year’s cut-off was 196.75. The other cut-off marks will be announced later, Mr. Subburaj said. A total of 85 BDS seats are available in the Government Dental College and 783 seats are available in 11 private dental colleges.
The first phase of counselling will begin on July 4 and go on till July 9. Candidates will be called for counselling in the order of merit and allotted seats of their choice, based on availability of seats and colleges, following the rule of reservation. Individual call letters will also be sent to the students. The seat matrix will be available at the time of counselling.

IT Park work in full swing
APIIC and L&T, the construction giants are jointly taking up the project. In the initial stages the work had been delayed due to getting clearances from airport authority of India as the project site is close to Gannnavaram airport. According to the design of the IT park, L&T is constructing five towers. The first tower sprang in 1.92 lakh square feet, will be completed by year-end. The chief operating officer of L&T, Mr Udaya Bhaskar, said each tower will take one year to complete. In five years, we will finish the entire project. The government wants to provide employment to 10,000 people in five years by giving 2,000 jobs. A total of 30 acres was allotted to the IT park and five towers will be constructed in 25 acres. “We will construct integrated township in the remaining five acres with other facilities like swimming pool, shopping mall, club house etc,” Mr Udaya Bhaskar said. The APIIC has sanctioned Rs 2.45 crore to lay 120-feet road from the IT park to national highway.

Free education in Telugu medium sought
In a memorandum submitted to Justice Reddy here on Thursday, a delegation comprising the representatives of the two organisations said that the State had a responsibility to provide free and compulsory education to every child in the 6-14 age groups.
Article 350 A of the Constitution envisaged that the State or local authority had the responsibility to provide education to the children in their mother tongue.
The delegation consisted of G.S. Varadachari, C. Dharma Rao and K. Nageswara Rao.
It was universally accepted that mother tongue was the best and easiest tool of learning and the same had been endorsed by the UN convention.
Centre clears national architecture school
The institute at Vijayawada will integrate graduate, post-graduate, doctoral and post-doctoral education in architecture and town planning while at the same time foster research of a high order in these areas. Research in such areas is likely to generate significant intellectual properties, which has the potential for generating sizeable revenues.
This institute comes at a time when the State Government is planning to separate architecture and planning stream from the Jawaharlal Nehru Technological University (JNTU) and create a separate university for architecture and planning. However, the SAP at Vijayawada will function independently.
The new institutes are likely to create a cadre of high calibre faculty members who will be devoted to teaching, research and consultancy in all disciplines that deal with planning and architecture. Also, SPAs will be socially responsible institutions providing research feedback to the Government for physical development of human settlements.
The institutes will also contribute to highly competent and trained manpower that would inevitably impact positively on the economic growth of the country.
The total cost for setting up of the two schools of planning and architecture will be Rs.348.50 crore (recurring expenditure Rs.82.90 crore and non-recurring expenditure – Rs.265.60 crore).

Enrolment for CBSE pattern good in rural areas

HYDERABAD June 26: Notwithstanding the misgivings in some quarters about the Government’s decision to introduce a parallel stream of CBSE in English medium from Class VI in selected Government institutions, officials claim enrolment has been increasing.
With no private English medium schools in the rural areas, the introduction of CBSE English medium under “SUCCESS” programme apparently filled the void.
In urban centres, private English medium schools already exist in good numbers and are believed to offer better quality, opined C.B.S.Venkataramana, Principal Secretary, School Education.
The enrolment into CBSE English medium in 6,500 upper primary schools in the State that were merged with the high schools in their vicinity began when they reopened on June 12.
While the optimum strength in these schools is projected at around 2.6 lakhs at the rate of 40 students per CBSE section, the numbers enrolled in a matter of two weeks are encouraging, officials told The Hindu.
According to the latest figures furnished by the District Education Officers, their number of students opting for the stream stands at 1.05 lakh.
The enrolment will continue normally till mid-July though 90 per cent of admissions are completed by June-end.

“The numbers are encouraging though CBSE English medium stream is offered only as an option,” said School Education Director Bhanumurthy.
Though about 50,000 school assistants, graduates with B.Ed training under the department are accustomed to teaching in English, training in Spoken English would be a continuous process with two days in a month and longer duration in ‘Dasara’ and Sankranti vacation and one month during summer to bolster their confidence levels.
Training
Simultaneously, 50 to 60 teachers from each district with special English as qualification would be sent for three month resource persons training in August to Regional Training Institute in Bangalore and British Council in the Regional Headquarters.
Meanwhile, the printing of textbooks for CBSE stream would start from July 1 and they would be despatched to schools by July 10, Mr.Venkataramana said.

Urdu schools not to be merged
Students of Government Primary School, Marwadi lane, need not take the trouble of crossing the busy Langar Houz crossroad where a flyover is under construction to reach the SMHM government primary school. The school will function at the existing place. Teachers were the happiest lot on learning this as the merger decision had put fresh admissions on hold.
Similarly, students of Government Primary School, Filter Bed, don’t have to take a long walk to reach the Government Boys Primary School, First Lancer, where their school is merged. Mr. Mittal agreed to stop academic clubbing of both schools and offered to construct a building to accommodate English, Urdu and Telugu medium sections. Mr. Mittal took these decisions after visiting some of the schools in Asifnagar and Karwan Assembly constituencies on Thursday along with Hyderabad MP Asaduddin Owaisi and MLAs Moazam Khan and Afsar Khan.
Mr. Owaisi convinced the Collector not to merge the Government Primary School, Qhazi Galli, and Government Primary School Dhanalakshmipura into the Government Upper Primary School Mufeed-un-Niswan. These primary schools could be shifted to areas which have no schools. Mr. Mittal agreed to shift the Dhanlakshmipura school to a private building at Faran Cottage and the other school to a community hall.
It was also decided to stop the merger of Government Primary School, Kumarwadi and Government Primary School, Salehnagar. The latter will be shifted to Kancha locality which has no schools.
The Government Girls High School at Ahmednagar was in a pathetic condition. The run-down school has neither electricity, drinking water nor toilets. Mr. Mittal promised to take up construction of classrooms and provide basic amenities at the earliest.

IGNOU extends last date
It has invited applications from students to take admission into MBA, B. Ed, MCA and several diploma courses if they had not applied by June 15 and the date has been extended to July 15.
In a press release, the IGNOU Study Centre at TJPS College here said that a notification had been issued by the university and those interested could take application forms from the office of the study centre for taking up any degree, diploma or certificate course by paying Rs.100.
Study centre coordinator V. Purnachandra Rao said that the applications have to reach the regional centres by the last date and from the current academic year 2008, the university started M.A. education course, which was equivalent to Master in Education.

Transport Minister Kanna Lakshminarayana has said that the UPA-led Central Government and the State Government are committed to give priority to youth and make them a part of the development.

He pointed out that it would be unfair to send off experienced nurses working with the doctors for the past two to three decade in order to recruit graduates. Dr Rao added that small clinics in urban and rural areas will not be able to follow the rule that insists on an MBBS doctor working in the hospital round the clock. "We have got positive response from the government so far," he said.
As per rules of the AP Private Medical Care Establishments Act, the structure of the hospital building has also to be altered as per the specified standards. This can be done in phases and it is not possible to alter the structure in one go," said Mr Rao. The Hyderabad District Medical and Health Officer, Ms Ch Jaya Kumari, said that 600 nursing homes and clinics had registered as per the new rules. "We have extended the date till this month end," she said. "There are around 3,000 small clinics which have to be registered yet."

G.O. issued on new 6 Univarsities
Law university at Vizag
This decision was taken by the State Government following the recommendation of an expert committee appointed to study the possibility of setting up a state-of-the-art university. The proposed university will have infrastructure and other requirements on a par with the NALSAR University of Law in Hyderabad.
Technical Education Minister R. Chenga Reddy told reporters on Wednesday that the proposed university would be an independent one with teaching standards matching that of NALSAR.
e-lessons for polytechnic students
This was disclosed by Minister for Technical Education R. Chenga Reddy after releasing a handbook at the concluding day of a workshop on use of e-lessons for faculty members here on Wednesday.
At a press conference later, Mr. Reddy appreciated the technical education department’s initiative for preparing 22,000 e-lessons with visual and animation inputs under ‘Spoorthi’ programme.
The Minister also announced thata notification through Andhra Pradesh Public Service Commission will be issued to fill 488 vacant polytechnic lecturer posts.
Asked about filling management quota in engineering colleges even before commencement of counselling in violation of GO 61, the Minister replied that though the GO was challenged by the managements in the High Court, the judgement was in the government favour.
The seats under management quota for MCA and MBA had been increased from 20 to 25 per cent, the Minister said.
He said the Andhra Pradesh State Council for Higher Education would monitor the admission process under the category.
Technical Education Commissioner L. Premchandra Reddy said that the counselling date for the EAMCET was not yet finalised.
What G.O. 61 says…
Despite the private colleges moving the courts opposing the G.O., the order was upheld. Now, they plan to go for an appeal on the decision. Meanwhile, APSCHE Chairman K.C. Reddy said that notification would be issued once the court judgement copy is released to the institutions. Though the colleges want to go for an appeal, he was confident that the G.O. would be upheld by any court.
Admission schedule
The G.O. states that admission schedule issued by the Chairman, APSCHE has to be strictly adhered to by the college managements. For filling up the seats, the APSCHE will issue a nationwide notification on behalf of all the private, unaided, professional institutions inviting applications for admission to category ‘B’ seats of the sanctioned intake in engineering, pharmacy, MBA, MCA and law, etc., courses. The details will be available on the website of APSCHE.
In the light of this, all private professional colleges have to upload the notification on to the websites of respective colleges along with information pertaining to the college concerned giving details like number of seats in each discipline, application fees, address of place for obtaining application form in person or by post, date of publication of merit list of candidates who are offered seats and the duration for which it shall remain on display. The details also have to be published on the college notice boards and the website for at least 15 days as per the schedule given by the APSCHE.
Admissions have to be made by the college on the date specified based on merit lists. NRI seats and seats allotted to candidates from other States have to be filled as per the G.O. Similar procedure is to be adopted for left-over ‘A’ category seats.

Queensland varsity scholarship
Scholarships would be extended to meritorious candidates entering in various academic programmes and 33 per cent to the students admitted to the MBA programme, according to Angela Delves, Deputy Vice-Chancellor, Central Queensland University.
She said if converted, the scholarship amount can be as high as 8,000 Australian dollars.

The results can also be had from Parishkaram Call Centre (e-Seva) by dialling 1100 from any BSNL fixed line in the State, e-Seva centres in the twin cities and RAJiv centres in other places of the State.

Marks list :
Marks registers will be dispatched to the college principals concerned after the results and candidates can obtain them from the college from July 2 onwards.
College principals have to collect the marks sheets from the RIO concerned.

Osmania University gets more foreign faces
Besides, heavily subsidised higher education and comparatively low cost of living is making the city the most sought-after destination for their higher studies. This year, more than 100 Afghan students took admission in the university.
OU offers special preparatory courses for eight months to foreign students to improve their communication skills before they enroll for graduation. "Graduating from OU is at least 30 per cent cheaper than any other Indian university. Besides, Hyderabad’s pluralistic character impresses the foreigners which is why they flock here," says Mr T.L.N. Swamy, the director OU foreign relations department.
Courses like B.Com and BCA are very popular among these foreign students. The University also offers guest house facilities to foreign students for the first two weeks. Students of Indian origin also throng to the university. They say the climate of Hyderabad is very conducive for their stay.
"We checked out other Indian cities and found the the cost of living is cheaper in Hyderabad. Besides, people of the city speak many languages and are cooperative. The university is also offering English proficiency course. So we chose OU," says Nazeebullah Samimi, an Afghan student . The number of Chinese students enrolling for the English language proficiency courses in OU is also increasing. This year more than 25 Chinese took admission.

The list of the candidates selected and waitlisted for admission to MCA, all M.A. courses in Humanities and Social Sciences and Advanced P.G. Diploma in Folk Culture Studies will be notified on June 26, at 7 p.m. Admissions for these courses will be done from July 10 to 12. The list of candidates short listed for the interviews for admission to M.Sc. Maths/Applied Maths, Statistics – OR, Physics, Chemistry, Integrated M.A. & M.Sc, M.Phil. M.Tech, Ph.D. courses and courses offered by S.N. School have already been notified on June 23.
The interviews will be held from July 4 to 9.
G.O. 61: professional colleges plan to go in appeal
Officials are of the view that colleges cannot directly approach the Supreme Court unless the High Court quashes their appeal. Given the circumstances and the strong ground they are on the colleges’ claim would be dismissed again even if colleges go for an appeal. “As of now the G.O. 61 stands and we will act as per the G.O.,” the APSCHE Secretary, M.D. Christopher told The Hindu.
He said the vacancy position in each college would be sought and they would be asked to fill them as per the G.O.
The G.O. issued in May this year makes it mandatory for professional colleges to keep the information pertaining to the seats available in each discipline, details of application fees, addresses of the candidates obtaining applications and the merit list of candidates in their notice boards and websites.
Moreover, colleges should provide blank application forms to all the candidates apart from providing download facility in their websites.
College managements, however, want to use all the legal options.
Representatives of private unaided college managements said that it was unfair on the part of the Government to interfere in the management quota admissions. Some of them agree that they collect more than the prescribed fee and it was necessary to sustain the college.
The mood is more prevalent in the top colleges, which argue that the Government prescribed fee of Rs. 28,000 for 80 per cent of seats is peanuts. “We cannot maintain quality with that fee.”
Meanwhile, parents who have already “booked” seats paying huge fee in several top colleges are in a dilemma whether their seats were “protected”.
Many parents have booked seats for their wards agreeing to pay fee ranging from Rs. 4 lakh to Rs. 14 lakh depending on the course and the college. After the G.O. was issued colleges have been avoiding taking full payment citing the G.O. and its final outcome in the court.

M.R. PG College achieves 100 p.c. placements
At a press conference on Tuesday, Dr. Hanumantha Rao said that M.Com students too secured 80 per cent of placements in various industries. He attributed the success to in-house training and said that students selected were from rural and semi-urban areas.
New courses
The Director said the response to two new courses—Master of Human Resources Management and M.Sc (bio-technology)--introduced this academic year was good as all the seats were filled up on the first day of counselling itself. He said that the college had signed a MoU with Entrepreneurship Development Institute of India, Ahmedabad for offering one-year diploma in ‘open learning programme in entrepreneurship development’. The course would help the students start their own venture, he said and added that the Ministry of Science and Technology offered 50 per cent fee concession for B.Sc/B.E/Ploytechnic students
